Transforming urban governance in municipal boards with a unified GIS, AI service delivery, and financial management platform

Urban local bodies (ULBs) were relying on fragmented paper registers, unmapped property records, and manual cash counters to manage rapidly growing cities. Sumato deployed a Unified Municipal Management System (UMMS)—digitizing 7+ lakh households on WebGIS, regulating 12+ lakh commercial establishments, and automating 18 citizen services—resulting in a 60% surge in municipal revenue and ₹2 M+ in annual operational savings.

The challenge

Managing urban administration across more than 100 municipal boards required coordinating hundreds of wards, millions of residential and commercial properties, and complex treasury workflows. Without spatial mapping or a unified digital backbone, municipal authorities relied on outdated physical assessment registers and manual file processing.

Because households and commercial establishments were not linked to geographic data, thousands of newly built structures, floor expansions, and commercial conversions remained outside the tax net—leading to severe revenue leakage. Citizens and business owners faced weeks of delays standing in queues for basic certificates, trade licenses, and tax payments. Simultaneously, municipal boards lacked real-time visibility into treasury fund utilization across ULBs, while unmonitored sanitation and civic vehicle fleets suffered from route deviations and high fuel pilferage.

The approach

Sumato engineered and deployed a centralized Unified Municipal Management System (UMMS)—an enterprise-grade urban governance stack combining high-resolution WebGIS household digitization, AI-assisted citizen portals, real-time municipal accounting, and IoT vehicle telemetry across 103 Urban Local Bodies.

Every household and commercial unit was spatially mapped and connected directly to digital payment gateways and automated regulatory workflows:

  • 7,00,000+ households digitized on GIS

Each residential and mixed-use holding was mapped as a spatial polygon linked to structural attributes, ownership records, and an automated property tax assessment engine—enabling instant online tax calculation and digital payment.

  • 12,00,000+ commercial units under digital trade licensing

Deployed a comprehensive Trade License & Establishment Radar across urban markets, automating fee calculations, compliance renewals, and QR-verifiable digital certificates.

  • 18 public-centric services powered by AI

Brought 18 high-demand municipal services completely online. An AI-driven service management assistant guides citizens through applications, auto-validates documents, and routes tickets to the right desk—cutting turnaround times by 90%.

  • 100+ ULBs on a unified Municipal Accounting System

Implemented a standardized double-entry fund management and payment monitoring platform to track tax inflows, grant disbursements, and vendor payments with 100% financial accountability.

  • Smart fleet & fuel telemetry

Integrated GPS and fuel-monitoring hardware across municipal sanitation and utility vehicles to track driver activity, verify ward-level service delivery, and eliminate fuel wastage.

How GIS integration transformed executive decision-making

Integrating spatial intelligence directly into the municipal core shifted urban boards from reactive administration to predictive, data-driven governance:

  • Spatial tax-gap & revenue intelligence

Interactive GIS heatmaps instantly flag unassessed buildings, tax defaulters, and residential-to-commercial property conversions—allowing enforcement teams to expand the tax base without arbitrary field raids and driving a 60% increase in revenue collection.

  • Evidence-based ward planning & grant allocation

Instead of relying on manual estimates, decision-makers overlay population density, property tax realization, commercial clustering, and grievance hotspots on a single map to prioritize road repairs, drainage upgrades, and civic grants where impact is highest.

  • Live fleet & civic service verification

By plotting live vehicle telemetry against GIS ward boundaries, commissioners can visually verify whether garbage tippers and utility vehicles have serviced every assigned street—turning citizen complaints into verifiable operational data.

The results

  • +60%

Increase in municipal revenue collection through GIS-backed property tax assessment and digital trade licensing

  • 90%

Reduction in citizen service delivery turnaround time across 18 online municipal services

  • 7 Lakh+

Households geotagged and onboarded onto a spatial property tax and digital payment platform

  • 12 Lakh+

Commercial units & establishments regulated under the automated digital trade license platform

Figures reflect operational, fiscal, and service delivery improvements measured across participating municipal boards post-deployment.
